Handbook on Export Control
The Center on Export Control (CEC) and the Ministry of Economy of the Kyrgyz Republic, together with an expert group supported by the International Science and Technology Center (ISTC) and the European Union, published the 2019 Export Control Handbook.
The Handbook provides detailed information on the Kyrgyz Republic's national export control system, international treaties on nonproliferation of weapons of mass destruction, international export control regimes, and current legislation in this area. It also describes licensing procedures, issuance of permits, end-use control procedures, customs control procedures, issuance of end-user certificates, and internal control procedures.
This handbook is a practical aid to participants on foreign trade to familiarize themselves with the basic provisions and principles of export control and to orient themselves in the field of export control legislation.
In addition, the Handbook provides a list of authorized state agencies and officials responsible for issuing authorization documents and information on liability for violations of Kyrgyz export control legislation.
On 15th November 2019, a presentation of the Handbook on Export Control was held at the Ministry of Economy of the Kyrgyz Republic. The presentation of the Handbook was attended by representatives of state agencies, international organizations, and participants of foreign economic activities involved in export-import operations with controlled products.
The Handbook's creators hope that it will provide real assistance to participants in foreign economic activities planning and conducting foreign trade operations with controlled items and become a useful tool in the training of export control officers in enterprises and institutions.
